Question concerning state giving up jurisdiction under uccjea.?

it sounds like they're dismissing her petition because she requested it be dismissed-- without prejudice sounds like she could try to bring it again but since the child has been in the new state for 6 months, if the original order is filed in that state the new state should be able to assume jurisdcition.
