Should we suggest a new kind of entry Visa called Spy Visa ?

I'm still thinking about the Spy tourism, so I thought about the kind of Visa they should have as it's not possible to take the normal Tourism Visa. I think it should be like visa for work or visa for Tourism we should offer Spy Visa, so my question is how long should be the validity of the spy visa ?
